Power Tiers
For a character, what delegates what type of level of power they possess are Power Tiers. To put it as simple as can be, Power Tiers are what separate those who can use a power and those who cannot. However, take note that having a power does not always make you more powerful than someone who does not. In some rare cases, characters may not have a power catered for combat but instead something else.
(Note: Characters can have more than one power but cannot have more than two. A character is always going to be locked out of having one type of power as for the sake of staying true to canon and keeping characters from becoming too powerful.)
Example
An Example of Character Tier Progression: A Newcomer Tier teenager sets out on his adventure to avenge his dad who was murdered by a mafioso. However, along the way, the teenager comes across a powerful item or person that grants them a power. So, granted a power, the teenager levels up a tier. Now, that teenager has reached Gifted Tier.
Upon a character reaching Gifted Tier, they tend to stay at that same tier. However, in rare and special cases, some characters may manage to level up a tier again. When a character at Gifted Tier levels up a tier again, that character reaches their Ascended Tier. To put into perspective a bit more of what type of powers fall under the main three types of tiers, a section of the canon equivalents has been organized to this site's tiers;

NEWCOMER TIER: This is the starting tier for most new characters. Newcomers are either able to start with one Power of their choosing or obtain their first Power IC (In Content). If a character starts with their Power before becoming active IC, then Newcomer Tier is their tier. However, if a character obtains their Power IC, they skip to Gifted Tier.
For someone who started with a Power as a Newcomer - to become Gifted Tier requires IC Development either through a Plot Event (time varies depending on the pacing of the plot) or via the Natural Development System (30 Mission Posts to get from Newcomer to Gifted).
Canon characters comparable to this tier are Koichi before he got a Stand, Giorno before he got a Stand, Jolyne before she got a Stand, Dio before he became a vampire (Immortal race), and Johnathan before he learned Hamon (Dynamism).

GIFTED TIER: Characters at this tier have sharpened their natural Power or obtained a new Power. To reach this tier, a character needs to have naturally developed their Power, obtained a Power, or have been taught a power by an individual with skill in a given Power. The method of reaching this tier is dependent on what type of Power your character is trying to achieve.
Canon characters comparable to this tier are Jotaro as a new stand user, Joseph as a new hamon user, and Dio as a new vampire (Immortal race).

ASCENDED TIER: Characters at this tier have obtained a power far greater than their previous tier. These characters are able to use a power of their choice at even greater heights, possessing an ascended version of their power. This tier is the most dangerous tier and therefore the hardest tier to obtain. To reach this tier, a character needs to have obtained an Ascended Power Item or have been passed down an ascended power through sensible IC RP means (look at canon Jojo for guidance). The method of reaching this tier is dependent on what type of power your character uses.
Canon characters comparable to this tier are Giorno as a new requiem user, Joseph when he received Caesar's hamon energy, and Kars when he obtained the Red Stone of Aja.

Note: The Total Character Traits does NOT include Lineage Traits. Also, every character STARTS with 2 Character Traits (again, not including the Lineage Trait), with the rest being EARNED using the Natural Development System.
